Accountable Surface Specification¶

Defines the structure and validation rules for .accountability/surfaces.toml.

This specification records authority-bearing repository surfaces, required human review, supporting evidence, and permitted AI participation. It is repository-first and does not itself provide enforcement; enforcement belongs to external tooling.
