Core rule¶

Technical capability is not authority.

A protected surface must declare the authority boundary being crossed, the required human review, the supporting evidence, and the permitted AI participation.

Scope¶

This specification defines declaration and validation rules for .accountability/surfaces.toml.

It does not itself enforce authority, satisfy review obligations, or replace external enforcement mechanisms.
