Structural Assurability is evaluated under stated conditions rather than from the system in isolation.
The evaluator model records conditions concerning knowledge, access, trust, and cooperation.
Resource bounds separately represent practical constraints on evidence acquisition.
As a result, the same system and claim may yield different obtainable evidence under different evaluator conditions or resource bounds.
The formal claim-resolution criterion is defined relative to a world space, an observation model, and a claim.
Evaluator conditions and resource constraints do not directly occur in that criterion. Their effects must be represented by the applicable observation model or established through additional linking assumptions.
Failure of claim resolution under one observation model does not establish failure under every possible evaluator context or observation model.
